notice on dioxin contamination |

| The Michigan
Department of Environmental Quality wants Dow to make concrete plans and take action on
local dioxin contamination. A Notice of Deficiency on the "Scope of Work" it submitted to remediate dioxin in Midland soils and within the Tittabawassee River flood plain was submitted to the company Friday and released to the public this morning. The scopes of work are outlines of actions to be taken as part of requirements for the Hazardous Waste Management Facility Operating License issued in June. Dow has 45 days to improve and resubmit its work plans. At issue are activities the DEQ officials think are most important to keep the public from exposure to dioxin. Included are plans at Imerman park, Freeland Festival Park, West Michigan Park and Center Road Boat Launch. There also has not been enough progress on studies and remediation activities at Riverside Boulevard, which is a residential area that tests high for contamination. As interim response activities, the DEQ also is expecting Dow to sample soils in Midland near the plant site for dioxin levels and identify residential properties with potential risk for exposure to the toxin. It also will be asked to post informational and warning signs indicating that high levels of dioxin have been found at Shiawassee National Wildlife Refuge and Green Point Nature Center, Caldwell Boat Launch, Midland parks and other unofficial but highly used parklike areas in the floodplain. |
